Functionality of the Frequency tool has been implemented and included in the new Aggregate Features/Records tool. In order to calculate frequency with the Aggregate Features/Records tool it is possible to calculate COUNT parameter for the OID (FID) field.

 

The tool itself is still available as a Frequency geoprocessing tool in the XTools Pro toolbox.
